The proposed highway improvement involves the construction of a four lane freeway with two, 2 lane frontage roads. The project is the last link in the improvement of Delaware Route 141, the only circumferential roadway around the western side of the city of Wilmington. The termini of the project, about 2 miles apart are fixed. The southern terminus is located at the intersection of Route 141 and Route 2 (Prices Corner), while the northern terminus is located approximately 1500 feet north of Lancaster Pike. The project is located in New Castle County, Delaware. The environmental impacts considered are: community disruption, displacement of persons and businesses, noise, air and water pollution, flooding, erosion and/or sedimentation, taking of 4(f) parkland, reduction of tax base, and destruction of a natural landmark (trees).
