VETO is a physically designed model primarily for calculation of vehicle costs. The vehicle costs calculated include fuel consumption, tire wear, brake wear, repair costs due to road roughness, other repair costs and capital costs. The vehicle cost models have been extended with a model for calculating road deterioration. Costs can be regarded as a function of the road environment, among other factors. The road environment can be described in terms of its geometrical alignment and the road surface. The road surface can in turn be described in terms of longitudinal roughness, macrotexture and microtexture, and road condition. The road condition can be detailed with regard to water depth and snow depth.
