The report consists of two complementary studies directed to the determination of the air traffic capacity in the New York Metropolitan Area during the period from about 1972 to about 1980. The studies assume that two additional parallel runways and two short general aviation runways will have been added at John F. Kennedy International Airport and two additional parallels will have been added at Newark Airport. It also assumes that improvements in the air traffic control and navigation subsystems will have been implemented. The first study is an analytical and mathematical methodology to estimate capacity. The second study is a real time simulation study conducted on the air traffic control simulation system at the National Aviation Facilities Experimental Center. This study was conducted to provide a synthesis of several of the proposed methods for increasing capacity as well as verify capacity estimates made in the first study. (Author)
