This report summarizes results of studies conducted to develop better and more specific guidelines for traffic control during urban freeway maintenance activities. The following topic areas are addressed: sight distance, arrowboards, middle lane closure, special traffic management requirements, freeway work zone capacity, moving maintenance operations, real-time displays, and flagger signals and signaling devices.
