Project ALARR (Air-Launched Air-Recoverable Rocket) is a program in support of Project VELA to develop a system for launching 200-pound, air-sampling payloads to apogees from 90,000 feet to 330,000 feet. It has a global capability largely independent of ground facilities. This report defines the program. Covered are the development of the operating concept, selection of launch and recovery aircraft, selection of the rocket motor, selection of the payloads, selection of a contractor to build the recovery unit, and the early launches.
