The Department of Transportation's Urban Mass Transportation Administration (UMTA) provides grants for mass transportation projects. It accepts grantees' certifications that they are complying with federal regulations. The regulations include such transportation activities as charter and school bus operations, services for the elderly and handicapped, and procurement procedures. Compliance with these requirements is a condition of receiving federal grants. UMTA relies on auditors and third-party complaints to identify noncompliance. If grantees do not comply with these requirements, federal funds might not be used as intended. GAO believes that the triennial reviews mandated by the Surface Transportation Assistance Act of 1982 provide UMTA an opportunity to systematically examine grantees' compliance.
