It is proposed to establish the location of Federal Interstate Route 15 between the San Diego County line and Devore along State Routes 71/31, a distance of 70.0 miles. This project is within the Counties of Riverside and San Bernardino in the State of California. The project proposes six and eight-lane freeway construction, with sufficient median width to accommodate ultimate expansion to eight lanes throughout. A total of approximately 720 acres representing about 2 percent of agricultural land in the corridor will be removed from production. The 70-mile routing utilizing sufficient rights of way for eight traffic lanes would displace 144 living units comprised of 84 single-family residences and 60 mobile homes. One church and 16 commercial units would be required. No schools are nearby. Noise intrusion would be relatively minor for a freeway project of this magnitude. Any increase in exhaust emissions resulting from greater numbers of vehicles will tend to be offset by the vehicles traveling at higher average speeds. The process of constructing cuts and fills to build the new highway will unavoidably change the land form and remove agricultural crops and native vegetation. However, the only long-term vegetation loss will be in the area of the maintained roadway.
