The space shuttle is a piloted, recoverable, reusable space transportation system to provide rapid, easy, economical access to space. The shuttle will replace most present launch vehicles and will greatly expand the nation's flexibility in carrying out beneficial space activities. The potential for adverse program impact is small. The impact will be from hydrogen chloride air pollution, sonic boom, and orbiter propellant and booster tank reentry. (Author)
