This Explanation of Significant Difference s ('ESD') presents the details of a change to the remedy selected in the July 21, 1992 Record of Decision ('ROD'). The Paoli Rail Yard Superfund Site ('the Site') is located north of the town of Paoli, in Chester County, Pennsylvania. When the remedy was selected in the 1992 ROD, the Paoli Rail Yard was active rail car maintenance facility. In January 1995, the Southeastern Pennsylvania Transportation Authority ('SEPTA'), relocated these maintenance operation to another facility.
