The section of highway under consideration for improvement is KY 54 in Henderson, Kentucky, a distance of 1.12 miles. The purpose of the proposed project is to relieve traffic congestion already occurring along the section and to provide an adequate roadway for traffic expected to occur in 1995. The recommended project consists of overpassing two railroad tracks and widening the roadway east of the structure to a 4-lane facility. The construction of the proposed project will cause the displacement of 5 residences and 11 businesses. An adverse environmental effect will be the noise pollution in the area surrounding the grade separation structure as vehicles rise above the adjacent roof-tops. Also, the size of the structure with approaches, approximately 1700 feet long and 30 feet high to top of deck, will change the character of the surrounding neighborhood. These changes will include the lowering of adjacent land values and the decrease in access availability around the structure.
