The study, conducted by Westinghouse Electric Corporation, was funded by the U.S. Trade and Development Agency on behalf of the Air Transport Department of the Republic of Georgia. The purpose of the study is to develop a program for the modernization of the Tbilisi Airport and Georgia's Air Traffic Control System. The report is divided into two documents. The Executive Summary contains an overview of the current status of the air traffic management system, including recommendations for the implementation of the project as well as an economic analysis.
