Airline requirements for an Air Traffic Measurement (ATM) system are discussed. To meet the challenges of the future the efficiency and the capacity of the Air Traffic Control (ATC) system must be increased. New technologies, a higher degree of automation in ATC equipment and an adequate number of highly qualified and motivated staff are required. An efficient and cost effective system capable of coping with future demands is needed. The ultimate objective must be the establishment of a common European air traffic control organization with full authority from its member states for the planning, implementation and operation of the new ATM system.
