The statement concerns an administrative action to promulgate an environmentally protective regulation. The regulation precludes, by limiting the speed of the civil aircraft, the generation of a sonic boom which will touch the surface in the United States except in specially designated test areas. In conjunction with the regulation, action has been initiated in the International Civil Aviation Organization to protect coastal and boundary areas of the U.S. from civil aircraft sonic boom. The speed of U.S. registered aircraft over international waters has not been limited because of the negligible effect of sonic boom on the ocean environment. The alternatives are given.
