Increased emphasis on energy efficiency and air quality has resulted in a number of state and federal initiatives examining the use of alternative fuels for motor vehicles. Texas instituted an alternative fuels -- primarily compressed natural gas (CNG) -- program for public fleet operations beginning in the 1991-92 fiscal year. A life-cycle cost/benefit model for evaluating the economic implications of this action was developed by The University of Texas at Austin Center for Transportation Research. The report documents the various input data, calculations, and assumptions inherent in the CNG Net Present Value (NPV) model. Input data with constant values are discussed first and include basic parameters for fuel tank pressures, on-board storage capacity, vehicle conversion costs, number of tanks, etc. Variable input data include the number and types of vehicles, fuel consumption, etc. The next section presents the formulas for the internal model calculations. The final section discusses the basic assumptions inherent in the model.
