Savings in travel time are still one of the most important benefits attributable to transport improvements. 'On average, 80% of the quantified benefits from a typical trunk road scheme are derived from time savings'. The value of travel time is the rate at which travellers are willing to substitute increased out-of-pocket costs for reductions in travel time and vice versa.
