This is a report of conferences held February 23-26, 1975, at Airlie House, Virginia, and March 29-April 1, 1976, at Hunt Valley, Maryland, conducted by the Transportation Research Board, and sponsored by the Urban Mass Transportation Administration, U. S. Department of Transportation. The purposes of the conferences were to consider problems of resource allocation in connection with the National Mass Transportation Assistance Act, which provided $12 million in federal assistance for urban mass transportation. Documents prepared for discussion at the conference and subsequent to it, which are involved in the report are as follows: (1) Alternative Analysis, Principles, and Level of Funding; (2) Policy and Draft Annotations; (3) Proposed Decision Criteria; (4) Related Issues; (5) UMTA Documents.
