A prefeasibility study is presented of the Minimetsat project. Minimetsat stands for smaller, preferably single mission meteorological satellites cruising at lower orbits, either near polar sun-synchronous or drifting orbits or at lower equatorial orbits. The Minimetsat System shall supplement the geostationary Meteosat in terms of its coverage area, variety of the payload instruments, and sensor performance. Mission identification and selection had led to more than 20 worthwhile MMS missions and to about 12 preferred high priority missions. The appropriate sensor instruments and payload packages were identified and checked against their feasibility and availability. In particular optical and MW-sensors were studied in more detail. The proposed spacecraft bus system and the relevant subsystems based on a modular and standardized design approach will provide a low cost flexibility to accommodate a variety of payloads. The baseline configuration considers a twin launch for Ariane to achieve an overall low cost program. The utilization of the Meteosat space and ground segment has a significant impact on the technical interfaces and on the cost reduction of Minimetsat. Planning and cost estimates are presented for both the development of a Minimetsat protoflight unit and for a Minimetsat system.
