The tandem propeller concept of submarine propulsion and control provides for the generation of all required forces and moments in a pair of large hub-to-tip diameter ratio propellers with collectively and cyclically movable blades. The feasibility of the concept has been demonstrated by the results of a free-running model test program. The results of earlier studies, including captive model tests, have been combined to develop a controllable freerunning model system on which maneuverability and controllability data in the counter-thrusting mode of operation have been obtained. Nonlinear effects in the control forces and moments required the development of a specialized control system to produce pure vehicular motions in response to pure input commands. The control system requirements are further complicated by the basic static instability of the uncontrolled vehicle even at moderate speeds. The hydrodynamic characteristics of the vehicle and the control system design are discussed in detail. Analyses of the free-running test data attest to the efficacy of the system employed. An appendix in which the me/hanical and electrical designs of equipment used in the test program is provided. (Author)
