The proposed project consists of the construction of 2.7 miles of highway, approximately half of which will be limited access, on new location parallel to existing Legislative Route 16034 and Legislative Route 409, together comprising a portion of Pennsylvania Route 66, beginning 1.3 miles south of U.S. Highway 322 and ending 1.4 miles north of U.S. Highway 322, approximately two miles northwest of Clarion Borough, Clarion County, Pennsylvania. The project also includes the four-lane, limited access reconstruction of 0.96 miles of U.S. Highway 322 (Legislative Route 65) and the construction of an interchange with U.S. Highway 322. The right-of-way has already been acquired. Adverse impacts on the environment include the loss of approximately fifty acres of wooded or agricultural land which serves as wildlife cover, noise and dust during construction, and localized erosion and sedimentation. Beneficial impacts include the relocation of heavy through traffic away from a population area adjacent to existing Legislative Route 409.
