An algorithm for the estimation of the state of traffic on a freeway is developed and tested against simulated and real data. The original filter is modified to achieve good traffic state estimates in situations of stationary as well as unstable traffic behavior. It is shown that use of speed information is necessary to reduce estimator bias and error variance and to achieve filter robustness with respect to modelling errors. A limited use of speed information is shown to be sufficient.
