The basis for this report is that a share of car trips under 5 km is transferable to pedestrian or cycle transport. The report gives an assessment of the potential for this transfer. The Institute of Transport Economics has assessed the potential to be close to 35 percent of all short car trips (below 5 km), which is about 16 percent of all car trips carried out in Norway. A transfer like this will increase pedestrian/cycle transport with almost 40 percent. This estimate, however, is very uncertain. An increase of this amount will demand extensive improvement of conditions for cyclists and an entire emphasis on pedestrian/cycle transport over time.
