A multi-layer concept with decentralized direct control layer is suited for a sub-optimal control of a class of large systems. One can obtain a robust, stable, current-insensitive and sub-optimal controller behaviour after a detailed problem specification of the controller layers, that can be applied to the problem of traffic control on highways.
