The report describes the results of a simulation program that was initiated to provide a basis for the study of bridge equipments and arrangements. Bridge design and equipments are shown to have a significant effect on operator performance in landfall and restricted water conditions. Advanced design concepts are found to improve the effective degree of ship control that can be exercised from the bridge by 15 percent to 30 percent. An automatic position plotter (a track-made-good-device) is proposed for operational improvement. A study of tradeoffs in cost and operational effectiveness indicates that increased expenditures will result in a corresponding increase in operational effectiveness. Further study of merchant ship operations indicates that changes in factors such as operational procedure may also result in improved ship control without an increase in cost to the ship owner.
