The report is an evaluation of Phase II of the SmarTraveler Project. The Phase II evaluation is aimed at examining how well the project's objectives were achieved and assessing the desirability and feasibility of replicating such services in other areas of the country. Its specific objectives are to assess the quantity and quality of information provided to motorists by the SmarTraveler operational test; to evaluate the public acceptance and utility of the travel information provided by SmarTraveler; to determine the existing and potential impact of the project on managing traffic congestion; and to recommend improvements in collecting and disseminating traffic information. To accomplish these objectives, the evaluation team undertook observation of SmarTraveler's operations, discussions with representatives of transportation organizations interacting with SmarTraveler, statistical analyses of the call data collected by SmarTraveler and the implementation and analysis of both a user survey and a survey of service area travelers to learn how the system operates, who it serves, what its impacts are on roadway congestion, and what its potential may be.
