This is the first of two reports of the Assembly of Engineering's ad hoc Committee for Review of the Space Shuttle Main Engine Development Program. A study and report were requested by the Subcommittee on Science, Technology, and Space of the U.S. Senate Committee on Commerce, Science, and Transportation to provide an independent assessment of the Space Shuttle Main Engine (SSME) with particular attention to questions of safety. A description of the SSME is provided. Technical problems, the test program and development scheduling are discussed and recommendations made concerning the program.
