The report discusses the problems of the Topeka Transportation Company, a privately-owned organization. Although there is a great need for public transit service in Topeka, the Company is nearing the end of its existence due to the combination of aging buses, rising costs, and declining patronage, and, due to existing revenue/cost standards, the Company cannot afford to provide service and equipment improvements. The report analyzes the recent transit losses in the Topeka Metropolitan Area. A solution is proposed which would shift the ownership from private to public and thereby enable the Topeka Transportation Company to obtain Federal grants to purchase new equipment. There are also recommendations for fare structure, operating authority, and transit management.
