The Federal Aviation Administration (FAA), airport operators, and aviation industry groups have initiated Airport Capacity Design Teams at various major air carrier airports throughout the United States to identify and evaluate alternative means to enhance existing airport and airspace capacity to handle future demand. A Capacity Team for Los Angeles International Airport (LAX) was formed in 1990. Steady growth at LAX has kept it one of the busiest airports in the country and in the world. Activity at the airport has increased from 18,791,364 passenger enplanements in 1985 to 23,001,205 in 1990, a 22 percent increase. In 1990, the airport handled 679,861 aircraft operations (take-offs and landings). These traffic volumes placed the airport fourth in operations and third in passenger enplanements among U.S. airports and in the world.
