The report is drawn largely from existingeconomic and engineering knowledge to provide a guide for making transport investment decisions in the less developed countries. Specific topics include specifying transport problems and identifying alternative courses of action, design of a transport study, analysis of present and potential traffic, capacity of an existing transport system, estimating benefits from transport investments, appraisal of costs and determination of alternative technical solutions, and decision criteria for choosing among alternative investment possibilities.
