Private sector participation in public transport infrastructure and operations: The Railway Expansion Programme of the Saudi Railway Organisation (SRO) - Recent years have seen a dramatic increase in private sector participation in the development and funding of public transport infrastructure and operations worldwide. Generally, the development of private sector participation in public transport infrastructure and operations can be attributed to a number of factors. For instance, national governments have increasingly found that they do not have the financial resources to upgrade, maintain and expand public transport infrastructure to keep up with development goals. Also, private sector participation is seen as a means to implement public transport infrastructure projects and technological efficiencies that may otherwise be difficult to introduce by the public sector.
