This research paper explores the advantages and disadvantages of three policy alternatives to the zero-emission vehicle mandate set by the California Air Resources Board, requiring the sale of zero-emission vehicles (ZEV's) within the state of California. The electric vehicle is the only design available that meets the zero-emission criteria.This mandate has caused conflicts between the government and industry, who disagree on the status of electric vehicle technology.Three alternative policy programs are discussed: the Ozone Transport Commission Low Emission Vehicle program, modification of the present pollution permit system, and introducing hybrid-electric vehicles.
