The turnover speed of the port is the key to the efficiency of railway and shipping joint transportation of large-scale coal energy enterprises. In view of the situation that the high stock of coal port leads to the difficulty of railway unloading, a ship scheduling optimization model considering the priority of ship queuing is constructed. The model takes into account the characteristics of ships entering and leaving the port, tidal characteristics, and the matching characteristics of berths and ships. Genetic algorithm is designed to solve the optimization model with the optimization objective of reducing the storage and increasing the efficiency of the port. The optimal ship scheduling scheme and ship berth matching scheme are given. The example analysis shows that compared with the traditional manual scheduling scheme based on the priority of ship queuing, the model can realize the rapid reduction of port inventory and improve the ship scheduling efficiency while considering the priority of ship queuing, which verifies the effectiveness of the model.
