In order to solve the problems in urban traffic flow and congestion management, this paper established a comprehensive management model based on the ideas of traffic management and optimization, by determining the indicators of traffic flow, congestion degree, traffic efficiency, and so on. The model was implemented and validated through the following steps. First,this paper provided a traffic flow prediction method based on the LSTM model. By training the historical traffic data, the model could accurately predict the future traffic flow. In addition,we used the TOPSIS comprehensive evaluation-Dijkstra algorithm for route planning optimization. Finally,by optimizing signal control, traffic flow control, and route planning, the effectiveness of the model was evaluated and an optimal path algorithm was provided to drivers to minimize their travel time. We concluded the model as the Intelligent Transportation System framework. Our model has good applicability in practical applications and can reasonably solve urban traffic flow and congestion problems. The model not only fits the actual situation, but also features strong practicality and high efficiency of the algorithm, providing an effective support tool for the urban traffic management department.
