In this paper, to achieve a balance between effective coverage in business area and area spectrum efficiency, an optimal base station deployment problem is investigated. An effective coverage and spectrum resource optimization framework for multi-target business area of multi-base station cooperative system model is established to solve the deployment problem. And the assessment criteria used to judge the performance of a deployment plan are its effective coverage and spectrum efficiency. As long as the deployment problem is high-dimensional, Multi-Objective Particle Swarm Optimization (MOPSO) is chosen to solve this problem. Group of optimal deployment plan of the whole multi-base station cooperative system is proposed in this article. Then, giving all the parameters a typical value and taking a certain area of Chengdu as an example of business area, the simulation result of MOPSO can be obtained. After that, the superiority of MOPSO algorithm is verified by comparing the communication performance of multi-base station cooperative system with uniform deployment.
