A hybrid fault-tolerant method was proposed by employ both the flexible macroblock order (FMO) and intra refreshment. First of all, the problems and factors during network transmission in wireless video surveillance system were presented. Based on analysis, an intra refreshment method was proposed within the framework of rate distortion optimization. Experimental results show that the proposed hybrid method outperforms any individual error resilience tool.
