With increasing in number of standard documents and its applications, the user’s needs are becoming various. Sometimes, the user doesn’t need a standard document, but a parameter, a term, a kind of specification or a method. On the other side, sometimes the user needs a series of standards as directives of activities. In general, a standard application system is expected to understand and focus on the user need quickly and exactly. The combination of XML and data mining will make this expectation true. This paper discusses how standards drafting and retrieval benefit from XML and data mining, and proposes a uniform standard model with which a variety of XML schemas can be designed. In the end, a schema for general layer of the structured standard model is proposed and verified.
