The exploitation of hydro energy resources usually needs to consider the comprehensive requirements of urban water supply, flood control, power generation, irrigation, shipping, ecological environment protection, aquaculture, and tourism. According to natural conditions, resource characteristics, construction conditions, social and economic development, and environmental protection requirements of the downstream Congo River, the major exploitation task of this river section will focus on hydropower generation. It is necessary to coordinate the cascade setting and development layout of power plants, to make full use of hydropower resources. Meanwhile, a shipping hub can be established at the proper time. Local society and economy will be promoted as well as ecological environment.
