An ideal scheme for the implementation of the import substitution policy has been developed, the essence of which is the step-by-step development of import-substituting goods, starting with raw materials and equipment produced at domestic enterprises. The production of industrial goods in the context of the implementation of the import substitution policy leads to a reduction in cost and an improvement in the quality of manufactured products. The calculation of the average growth rate before and after the implementation of the policy of import substitution of Russian industry and transport infrastructure by types of industry is given. The dynamics of the development of industrial sectors of the Russian Federation is reflected.
