In the past, in order to adapt to the rapid growth of vehicles, only the optimal scheme of vehicles was considered in traditional traffic areas, which led to unreasonable pedestrian crossing planning. Inappropriate waiting time of pedestrians at signal intersections caused pedestrian violations, reduced the operating efficiency of intersections, and then affected pedestrian safety. According to the characteristics of pedestrians crossing the street in existing cities, in order to optimize the general pedestrian rules at signalized intersections, the distribution of pedestrians crossing the street is introduced. On the basis of analyzing the rules of pedestrians crossing the street waiting time, this paper takes the headway and pedestrians waiting time as the main influencing factors, and makes mathematical correlation between them, establishes the expected waiting time model of pedestrians crossing the street at signalized intersections, and verifies the model by selecting an intersection with obvious violations. The results show that, compared with the existing waiting time for pedestrians, the expected waiting time model for pedestrians crossing the street constructed in this paper can get a better waiting time for pedestrians than the waiting time for existing intersections. It can be seen that this model can significantly reduce pedestrians crossing the street illegally and improve the overall traffic efficiency. This model is further extended to other intersections and provides a new scheme for signal timing optimization at intersections.
