The present study measures the perception difference between two travellers’ groups (Drivers and Passengers) towards the 44 traffic congestion attributes for Inter urban highways. A questionnaire-based survey was used to collect the respondent data on 7-point Likert scale. The Relative Importance Index has been used to rank attributes responsible for traffic congestion. Mann Whitney U test has been used to observe the perception difference of drivers and passengers towards traffic congestion attributes. The study finding based on the dataset of 206 respondents shows that there exists a ranking difference among the travellers’ groups towards traffic congestion attributes. As well as Mann Whitney U test shows the perception difference of travellers group towards the two attributes namely that are Construction works and Land use patterns. The study findings will help in bridging the gap between policy recommendations to mitigate the traffic congestion and travellers experience. Also, ranking of the traffic congestion factors will help policy makers and urban planners to identify the critical reasons of traffic congestion and prioritize preferences to act accordingly to decongest the Inter Urban Highways.
