Traffic flow is a nonlinear chaotic system. It is difficult to describe and meet the application requirements with traditional linear models. This paper breaks away from the traditional theoretical framework of traffic flow, based on Hurst index, fractal dimension and scale-free interval, the relationship between traffic congestion and traffic flow is obtained. In order to ensure the feasibility of the theory and algorithm, through the Hurst index of traditional disturb inspection methods to analyze the team self-organizing and stability, and the design of network simulation program to test its important position in the fractal structure in the natural team, finally based on the current standard and verified using fractal index for judging the feasibility and practicability of the traffic congestion.
