The availability of accurate maps to provide up-to-date information on the condition of the disaster-affected area is highly needed to distribute the reliefs quickly and accurately. Using drones is one of the flexible mapping methods regardless of the road conditions to reach affected areas. However, due to its limited coverage, commonly, the drones are combined with ground vehicles to widen the coverage area. This research proposes a novel mathematical model derived from 2EVRP (Two-Echelon Vehicle Routing Problems) that combines ground vehicles and drones to work cooperatively in the disaster mapping process. The model is called Two-Echelon Cooperated Vehicle Routing Problem-Mapping Operation with Drones (2ECOVRP-MOD). Solving 2ECOVRP-MOD can generate routes of a ground vehicle to carry the drones from one particular point to stopping points. The solution can provide a schedule and assignment for disaster-affected areas mapping operation with minimal total time. The proposed model is solved using AMPL software combined with a Guorbi solver to find the optimal solution. The data used is obtained from the BPBD of Bekasi City, namely the flood-affected areas in Bekasi, January 2020. Based on the computational experiment, it is shown that the proposed mathematical model can solve the problem efficiently.
