Tactical Information Exchange System exploratory development work conducted over the last five years has aimed at defining a systematic approach for engineering telecommunication network nodes. A military aircraft represents a complex node requiring communication, navigation and identification (CNI) links in many frequency bands (e.g., VLF, HF, VHF, UHF, and Lx band). The TIES architecture provides modular programmable hardware, which allows redefining the jobs assigned to particular hardware as the need arises in different mission phases. A description of the TIES executive computer data base shows how features of graceful degradation and built-in-test are accomplished. New resource 'pool' concepts and module 'chaining' rules are described. These software routines determine resource availability and implement hardware contingencies automatically on a priority basis.
