The Strategic C3-Testbed was established in 1980 to evolve new concepts in survivable C2 based on emerging technologies in communications and information processing. Packet switching (in particular Packet Radio) and Internetwork technologies are being combined in the Testbed with advanced replicated database management and artificial intelligence technologies to provide a system that will support survivable C2 through automated reconstitution of telecommunication resources.
