In this paper, we have termed the bringing together of information into a coherent picture 'multi-sensor data fusion', though we are in fact including all sources of information, not just that from electromagnetic, optical and acoustic devices. There are for example human observers providing intelligence information and a background of encyclopaedic information and operational plans, all of which set the context for the more dynamic real-time sensor information. This paper describes our Phase-1 knowledge-based system which has been constructed over the last two years. This knowledge-based system attempts to solve the multi-sensor data fusion problem using a strategy which we have evolved during our research. Details of this solution strategy will be given after a description of our particular naval problem. In the second phase of work, which has just started, it is our intention to build on the multi-sensor data fusion system and add a situation assessment level, thus building towards the decision-making levels. Further details of this will be given after observations and conclusions from work completed.
