To achieve more efficient traffic control, Automobile Traffic Information and Control System (ATICS) research and development has been in progress in Japan since 1978, under the auspices of the National Police Agency. Traffic congestion detection systems and traffic information guidance systems using roadside broadcasting or variable signs have already been implemented. In addition, an adaptive control systems at critical intersections has been developed by Ikenoue et al. This algorithm minimizes total delay with an upper bound constraint on the queue on minor approaches. Its fukl applicability has been empirically proven by various field experiments in the Tokyo area. Travel time is an important item of information in these traffic control systems, not only for drivers but also for traffic control managers. For this reason, in 1982 we initiated a study of travel time prediction. The travel time predictor we developed is not only applicable to traffic guidance systems but also useful for traffic signal control strategy in direct control of travel time on intersecting roads. This strategy will enable traffic control managers to realize intended travel time policies. This paper presents the travel time predictor, traffic signal control strategy, and the results of field experiments with these techniques.
