This paper is in two parts. The first part describes the findings of a research study of the technical and economic feasibility of developing a national heavy vehicle electronic licence plate (HELP) system in the USA. The research was carried out by Castle Rock Consultants and CRC Corporation under contract to the Arizona Department of Transportation, with funding from the US Federal Highway Administration. The second part of the paper examines the feasibility of using satellite-based systems for the monitoring and control of hazardous cargo shipments. Recent events in several countries have focussed public attention on the dangers associated with the manufacture, transportation and storage of hazardous substances. At a recent OECD conference on International Cooperation Concerning Transfrontier Movements of Hazardous Wastes it was concuded that the present degree of monitoring and control of hazardous wastes is not always adequate, and further action is necessary. The conference recommended that a system to monitor and control transfrontier movements of hazardous wastes should be implemented.
