As accident density increases with traffic volume and correct installed regulation disposals reduce accident exposure, it has become of major importance the evaluation of priprity of traffic light signal installations. Therefore, and as a first measure, in Barcelona, it has been carried out an analysis of accident exposure in urban intersections related to type of regulation and traffic volume and, as a second one, it has been developed an objective method which permits to establish a ranking of the needs for light signals in the intersections of the twon. The priority problem in this field is not only a technical and economical one,but at least in the Spanish cities during the last years, it has become a political confrontation among different representative sectors of the towns. Hence, The Spanish Association of Municipalities has promoted the following criteria for traffic installations.
