This paper discusses the implementation of a management philosophy for the new standard Digital Automatic Test Program Generator (DATPG), the Hierarchical Integrated Test Simulator (HITS). The approach involves tight centralized configuration control of source code with multi-levels of distributed user support for rapid problem resolution. This combination keeps configuration control so that a standard HITS can be maintained while placing the support team as close to the end user as possible. Therefore, central control establishes and maintains a standard while distributed support provides quick feed-back on user problems.
