Without adequate communications, an effective mobilization effort will be seriously hampered and perhaps impossible. Communications, therefore, can be considered a pacing factor in the overall mobilization planning effort. With time constraints placed upon the mobilization effort by the specter of a nuclear conflict, it is important that as much as possible be accomplished through premobilization planning. A detailed study of the effects of mobilization on commercial communications networks would be a useful first step in understanding the problem and developing refined implementation plans and procedures. The development of such a perceived capability is an essential component of deterrence and is discussed in this article.
