The Software Engineering Institute (SEI) is chartered under the seemingly innocuous mandate of 'serving the public interest by establishing the standard for excellence for software engineering and by accelerating the transition of software technology into widespread use.' Critics maintain, though, that it was formed to solve the widely publicized software problems inherent in President Reagan's Strategic Defense Initiative (SDI). To many observers, particularly those in the computer industry the controversy over the SEI mission has nothing to do with its alleged Star Wars relationship or its military/academic mix. The author outlines why.
